Update on the Bipartisan Infrastructure Bill

As the Senate moves closer to approving the Bipartisan Infrastructure Bill, CJIS GROUP continues to evaluate and analyze its impact on the SLED Tech Market. With over $1 trillion dedicated to upgrading America’s roads, bridges, transportation, and broadband infrastructure, there are several funding opportunities to advance and expand technology in these key areas. Below we’ll be covering some of the most exciting and promising IT opportunities:

 

SMART Grant Program

Included in the $1 trillion bill is $500 million set aside for a Strengthening Mobility and Revolutionizing Transportation (SMART) Grant Program. This program provides grants to eligible entities to conduct demonstration projects focused on advanced smart city or community technologies and systems to improve transportation efficiency and safety. The eligible projects that this program can fund are:

 

  •  COORDINATED AUTOMATION
  • CONNECTED VEHICLES
  • INTELLIGENT, SENSOR-BASED INFRASTRUCTURE
  • SYSTEMS INTEGRATION
  • COMMERCE DELIVERY AND LOGISTICS
  • LEVERAGING USE OF INNOVATIVE AVIATION TECHNOLOGY
  • SMART GRID
  • SMART TECHNOLOGY TRAFFIC SIGNALS

 

Though with these eligible projects, there are some restrictions on the use of funds. These restrictions include the prohibited funding of traffic or parking enforcement activities, as well as the purchase or lease of license plate readers.

 

Rural and Municipal Utility Advanced Cybersecurity Grant and Technical Assistance Program

Another program created as part of the Infrastructure Bill is the Rural and Municipal Utility Advanced Cybersecurity Grant and Technical Assistance Program with $250,000,000 appropriated for the fiscal years 2022 through 2026. This program will provide grants and technical assistance to, and enter into cooperative agreements with, eligible entities to protect against, detect, respond to, and recover from cybersecurity threats. The major objectives include deploying advanced cybersecurity technologies for electric utility systems; and increasing the participation of eligible entities in cybersecurity threat information sharing programs. Once this grant program is established, the eligible entities will include rural electric cooperatives; utilities owned by a political subdivision of a state, such as a municipality-owned electric utility; utilities owned by any agency, authority, corporation, or instrumentality of one or more political subdivision of a state; not-for-profit entities and investor-owned electric utilities that sell less than 4,000,000 megawatt-hours of electricity per year.

 

Operational Sustainability of Small Public Water Systems Program

In looking at the advancement of Public Works type projects, the Infrastructure Bill will create the Operational Sustainability of Small Public Water Systems program through an appropriation of $50,000,000 for each fiscal year from 2022 through 2026. This program will allow recipients to use funds for the development of a detailed asset inventory, which may include drinking water sources, wells, storage, valves, treatment systems, distribution lines, hydrants, pumps, controls, and other essential infrastructure. Additionally, it could be utilized for the development of an infrastructure asset map, including a map that uses technology such as— geographic information system software, and global positioning system software. Other use cases include deployment of leak detection technology, deployment of metering technology, and other sensor technologies.
