David Heinemann, CEO

In September 2011, Mr. Heinemann, along with the Curran Companies, acquired CJIS GROUP from its founders. As CEO, Mr. Heinemann is responsible for overall business strategy and will manage the organic and inorganic growth of the Company.

Prior to acquiring CJIS GROUP, Mr. Heinemann was the President of Heinemann & Co., Inc. where he has provided financial advisory services to clients in the information industry since 1991. As President of Heinemann & Co., Inc., he has participated in some 50 merger, acquisition, and financing transactions as principal or advisor in the software, Internet services, publishing, and systems integration sectors of the information industry. Among others, he has advised clients in transactions with Martin Marietta (now Lockheed Martin), EDS, BMC Software, CGI, American Management Systems, Eastman Kodak, Compuware, Geocapital, Jefferson-Pilot, MediaNews Group, Advent Software, Online Software International and Pansophic (both now Computer Associates), and Primedia.

In addition, Mr. Heinemann served on the Board of Directors of INPUT from 2000-2005 and served as Senior VP of Finance, Administration and Corporate Development there as well. Mr. Heinemann was a key participant in developing INPUT's growth and business strategy.

Prior to founding Heinemann & Co., Inc., Mr. Heinemann was with Broadview Associates advising information industry clients on merger and acquisition transactions. Prior to obtaining his MBA from Columbia University's Graduate School of Business, Mr. Heinemann developed the personal computer book and software publishing program for Prentice-Hall, Inc. Mr. Heinemann holds a B.S. in Physics from Brown University.

PJ Doyle, Founder

Mr. Doyle, the cofounder of CJIS GROUP, is responsible for overseeing the day to day operations of company. He provides the vision and direction to ensure all facets of the company, its products, services and objectives are meeting client expectations. Mr. Doyle is responsible for keeping the CJIS GROUP mission focused to provide both Government and Industry clients with the best information in the State and Local marketplace.

Prior to CJIS GROUP Mr. Doyle served over 27 years in numerous facets of the criminal justice and law enforcement community. After four years as a base security officer in the K-9 corps of the US Air Force he began his career as a Deputy Sheriff in Palm Beach County, FL. and worked as an undercover agent and detective sergeant. As an investigative supervisor with the States Attorney's office he established the Metropolitan Bureau of Investigation. Joining the Florida Department of Law Enforcement he served as the Special Agent in Charge of the office of statewide intelligence and Chief Inspector. His last public sector assignment was Director of the Division of Criminal Justice Information Systems for Florida, the third largest in the nation where he served 14 years. During his tenure he was elected to the National Law Enforcement Telecommunications Systems and SEARCH, the National Consortium of Criminal Justice Information and Statistics Board of Directors and the FBI CJIS Advisory Policy Board where he served two terms as its chairman. For his leadership Mr. Doyle received the prestigious OJ Hawkins Award for the many contributions made to the nation in the field of Criminal Justice and Public Safety. Mr. Doyle also served on numerous national workshops and task forces regarding Criminal Justice and Public Safety.

Now with 15 years in the private sector he is still very active in national committees and organizations. PJ understands the business from both sides of the marketplace. During his career, he purchased some of the largest IT systems in Florida and guided their implementation. After retiring from the Florida Department of Law Enforcement he directed application and systems development and closed new business for some of the largest criminal justice and public safety technology solution providers in the United States. Mr. Doyle earned his BA from the University of Central Florida and is a graduate of the Southern Police Institute's Administrative Officers Course earning Masters Credits from the University of Louisville.

Cheryl Doyle, Founder

Ms. Doyle is a cofounder of CJIS GROUP. She is responsible for the development of the research methodologies, training, quality assurance standards and database presentation of the CJIS GROUP research products. Ms. Doyle oversees the planning and execution of the growth of the company's products. Ms. Doyle developed standards and protocols to insure proper training, quality hiring and superior day to day operations to create a successful business environment for investors. Over the past 14 years Ms. Doyle has been able to instill those key values and experience in CJIS GROUP.

Prior to CJIS GROUP, Ms. Doyle was an entrepreneur. With more than 25 years of extensive, hands-on experience in business she created and managed three technical training schools developing curriculum and growth plans for various service industries. Prior to that, Ms. Doyle served as the operations manager for the roll out of a regional expansion of a service oriented franchise in six locations in two states. Her responsibilities included site selection, management recruiting, training and business roll out, she then managed the chain's development.

Stefani Shepherd, Director of Sales

As the Director of Sales, Stefani is responsible for driving revenue growth, managing day-to-day sales operations and increasing visibility in the marketplace.

Prior to CJIS GROUP, Stefani was a Staffing Supervisor at SPARKS Personnel, a DC area placement firm, where her duties included recruiting, hiring and counseling contract employees. Prior to SPARKS, Stefani was the Director of Admissions at ComputerTraining.com where she was responsible for facilitating the enrollment process and assisting students in securing funding.

A former collegiate athlete and graduate from George Mason University, Stefani currently resides in Purcellville, VA where she lives with her husband and three sons.

 

Don Winstead, Advisor, Health and Human Services

Mr. Winstead is CJIS' senior subject matter expert concerning the health and human services market and advises the company on trends, issues and research activities in the marketplace.

From March 2009 through December 2010, Don served as Special Advisor to the Governor for the Implementation of the Federal American Recovery and Reinvestment Act of 2009, where he was responsible for overseeing and tracking the distribution of Florida's federal stimulus dollars and ensuring taxpayers had access to the information needed to hold government accountable for its use of the funds.

Don also served as the Deputy Secretary of the Florida Department of Children and Families, with responsibility for a wide range of human services. These included child and adult protective investigations, child welfare, Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance (SNAP), Medicaid eligibility, adult services, refugee services, domestic violence programs, mental health, substance abuse, homelessness services, and child care licensing. He began his career as a front-line caseworker and has worked in a variety of direct service, administrative and managerial positions ranging from Social Worker to Deputy Secretary. Don was proud to serve as Deputy Secretary for a total of eight years, serving four Secretaries and three Governors.

From late 2001 to early 2005, Don served as Deputy Assistant Secretary for Human Services Policy at the U.S. Department of Health and Human Services. In this capacity he was a key advisor on human services policy and was responsible for policy development, research and evaluation related to welfare reform, supports for low-income families, and services for families, children and youth.
