Wisconsin State Patrol Tests New Path to Radio Interoperability By the National Institute of Justice - April 2010

The Wisconsin State Patrol, which oversees traffic incidents and state voice and mobile communications networks, has developed a strategy for adopting Project 25 (P25) radio interoperability standards for digital, two-way wireless communications products. WSP ran a four-site pilot program that exposed pitfalls of migrating to P25, namely the varying terminology, settings, and software provided by the manufacturers, and identified ways to improve implementation through collaboration between law enforcement agencies and vendors during product development and installation phases. P25-compliant products enable radios to communicate in analog mode with legacy radios and in either analog or digital mode with other P25 radios. P25 products can be upgraded gradually, as funding and time allow.

Uneven Implementation of Wireless Enhanced 911 Raises Prospect of Piecemeal Availability for Years to Come When an emergency call is placed to 911, prompt response depends on knowing the location of the caller. Enhanced 911 (E911) service automatically provides this critical information. E911 is in place in most of the country for traditional wireline telephone service, where the telephone number is linked to a street address. Expanding E911 capabilities to mobile phones is inherently more challenging because of the need to determine the caller’s geographic location at the moment the call is made. Concerns have been raised about the pace of wireless E911 implementation and whether this service will be available nationwide. GAO reviewed the progress being made in implementing wireless E911 service, the factors affecting this progress, and the role of the federal government in facilitating the nationwide deployment of wireless E911 service. Through-the-Wall Surveillance: A New Technology for Saving Lives Through-the-Wall Surveillance (TWS) technology helps officers to determine if someone is in a room before putting themselves in harm’s way, using motion and images to differentiate between a hostage and a hostage-taker. It can also detect motion through floors and rubble following a building structure failure and help in the search for survivors. Through-the-Wall Surveillance (TWS) SECURITY SYSTEMS
