A Report from the Task Force on State and Local Homeland Security Funding On March 15, 2004, amid growing concern that federal homeland security grant funds were not reaching local2 governments in a timely manner, Homeland Security Secretary Tom Ridge established the Task Force on State and Local Homeland Security Funding (Task Force). The Secretary asked governors, city and county elected and appointed officials, tribal leaders and other senior local officials to serve as members of the Task Force. Each member was selected due to their first-hand experience in executing prevention, protection, and emergency response operations and in managing homeland security issues. California Ballistics Identification System Feasibility Study Assembly Bill 1717 (Hertzberg), (Stats. 2000, ch. 271), was signed into law by Governor Davis on August 31, 2000. This bill directed the Department of Justice (DOJ) to conduct a study to evaluate ballistics identification systems to determine the feasibility and potential benefits to law enforcement of utilizing a statewide system capable of maintaining a database of ballistic images and information from test-fired and sold firearms. Such a statewide ballistics identification system would be designed to allow law enforcement agencies to query a database to compare crime scene ballistics evidence with ballistics information from handguns sold in the state. Challenges in Securing Transit Systems. Report on (1) challenges in securing mass transit systems, (2) steps transit agencies have taken to enhance
safety and security, and (3) the federal role in transit safety and security.
My comments are based on our ongoing work for the full committee and a
body of work GAO has undertaken since September 11, 2001, on homeland
security and combating terrorism.2 For our ongoing work, we conducted 10 site visits at transit agencies across the country and surveyed about 200
transit agencies, among other things.

Federal Efforts Are Helping to Address Some Challenges Faced by State and Local Fusion Centers Fusion centers, which vary in their characteristics, are operating or being established in almost all states and several local jurisdictions across the country. Specifically, officials in many (43 of 58) of the fusion centers we contacted described their centers as operational as of September 2007. These centers were generally created by state and local governments to improve information sharing across levels of government and to prevent terrorism or other threats. While 9 of these operational centers had opened within the couple of years after September 11, 2001, 34 had opened since January 2004. The majority of the centers had scopes of operations and missions that included more than just counterterrorism-related activities, such as a focus on all crimes or all hazards. Adopting a broader focus helped provide information about all threats and increased the center’s sustainability, for instance, by including additional stakeholders who could provide staff and support, and is consistent with the definition of a fusion center in the 9/11 Commission Act. Guidelines for Establishing and Operating Fusion Centers at the Local, State, Tribal, and Federal Level The U.S. Department of Justice (DOJ) and the U.S. Department of Homeland Security collaborated in the development of the fusion center guidelines contained in this report.
Members of DOJ’s Global Justice Information Sharing Initiative and the Homeland Security Advisory Council also supported this project, which involved numerous law enforcement experts and practitioners from local, state, tribal, and federal agencies, as well as public sector and private entities from across the country. Survey of 150 Cities’ Direct Homeland Security Cost Increases Related to War/High Threat Alert The U.S. Conference of Mayors is releasing new data compiled in a survey of nearly 150
cities nationwide. These cities are geographically and politically diverse. They range in size
from 30,000 to eight million people. As a group, they are spending over $21.4
million per week in additional homeland security costs attributable to the war and the
increased threat alert level (code orange). Cities nationwide are spending nearly $70 million per week in additional homeland
security costs due to the war and heightened threat alert level.

Uneven Implementation of Wireless Enhanced 911 Raises Prospect of Piecemeal Availability for Years to Come When an emergency call is placed to 911, prompt response depends on knowing the location of the caller. Enhanced 911 (E911) service automatically provides this critical information. E911 is in place in most of the country for traditional wireline telephone service, where the telephone number is linked to a street address. Expanding E911 capabilities to mobile phones is inherently more challenging because of the need to determine the caller’s geographic location at the moment the call is made. Concerns have been raised about the pace of wireless E911 implementation and whether this service will be available nationwide. GAO reviewed the progress being made in implementing wireless E911 service, the factors affecting this progress, and the role of the federal government in facilitating the nationwide deployment of wireless E911 service.
