Retired from the Florida Department of Law Enforcement (FDLE), PJ has over twenty-seven years of practical experience in criminal justice information and law enforcement. During his last fourteen years with FDLE, PJ was active in Search, the National Consortium of Criminal Justice Information and Statistics, (NLETS) the National Law Enforcement Telecommunication System, and served two terms as the chairman on the FBI's NCIC Advisory Policy Board (APB). As chairman of the FBI advisory policy board and during his tenure with Search, Inc. PJ Doyle was instrumental in the development of the NCIC 2000 specifications and the national integrated automated fingerprint identification system. He was critical to the drafting of the criminal history exchange compact, the policy surrounding the Brady Law, and directed the pilot projects for the Interstate Identification Index and the National Fingerprint File both piloted in Florida. Following his retirement from state government PJ worked within the private companies that supported the criminal justice community.

| This consulting partner is a senior technology consultant and practicing attorney who held executive positions in the public and private sector for over 30 years. He has served as State Court Administrator for an eastern state, as a Tax Court Judge, and has also directed court automation and case management in a major urban trial court. An expert in applied technology and organizational re-engineering, he has been extensively involved in national, state and local policy groups directing advancements to judicial procedures and law enforcement operations. He has consulted in the development of E-Filing capability for the Federal Courts, served for many years as Chair of the leading national court technology committee, and executed a state-of-the-art, revenue-generating statewide Land Record Imaging System. A significant recent project has been to assist a large Midwestern state in developing statewide requirements specifications and an associated RFP for a statewide case management system. His most recent project was to assist a major urban police department in implementing a departmental Records Management System that interfaces with wireless Mobile Reporting, Computer Aided Dispatch (CAD), and Automated Vehicle Locations (AVL). In short, he has walked in the shoes, experienced the frustrations, and developed solutions to the full spectrum of needs that daily confront managers and employees in government. He understands the delicate balance of working in complex systems that rely on a high level of interaction and coordination among officials from different branches of government. He also recognizes that the mandate of service to the people must usually be achieved with limited resources. |

As deputy program manager for the Federal Bureau of Investigation (FBI) he was responsible for the development of law enforcement applications such as the Automated Fingerprint Identification System (AFIS), the Interstate Identification Index (III) and the Identification Tasking and Networking (ITN) segments of the IAFIS system, each used by State and local law enforcement agencies nationwide. This partner assisted various States in the development of proposals to acquire systems to interface with the national platforms. While working with technology companies such as SAIC and TRW this consulting partner wrote and evaluated proposals dealing with State and local technology requests. |

As the Principal Manager of Justice and Public Safety for the Oracle Corporation She managed marketing strategies and customer relations for the Justice and Public Safety organizations. She worked with technical staff to develop optimum solutions for Justice agencies that addressed current trends for law enforcement, courts and corrections. She served as an advisor and educator to sales staff on key justice issues (i.e. legislation, grants activities, budget processes, and technology trends).
As Account Manager for Justice Programs at Litton/PRC, she managed justice accounts for federal, state and local justice agencies including law enforcement, courts and corrections and closely followed key federal grants legislation processes and awards. She also functioned as a Program Manager on key PRC contracts and was the requirements manager on a complex contract with the United States Department of Justice. |

| A current practitioner of more than 29 years with a State Department of Public Safety this individual is a Division Director of the Statewide Telecommunication System. He directs the network, compliance and training and is responsible for the administrative functions of budgeting, procurement and both short and long term planning. He has managed a major upgrade to the statewide law enforcement communications network, message switching system, and numerous end user applications deploying both intranet and internet technologies. He created the statewide design and deployment of the Juvenile On-Line Tracking System and developed strategy and technical support with the State's Bureau of Investigation for the acquisition and implementation of the State's automated fingerprint identification system and computerized criminal history system. As president, vice president, chairman, and board member this consulting partner is very active in national criminal justice groups and committees. He is currently active on the committee that establishes guidelines for the Byrne and NCHIP CJIS Grant programs for the State. As the grant manager for his agency he enjoys a high success rate on receiving federal money. |

She drafted two major training manuals for the Bureau of Prisons and has developed and maintained public inquiry clearinghouses for DOJ and DHHS.
As a partner with a Biometrics Consulting Firm she managed all research and data collection activities in the law enforcement community. Her research included identification of federal grant funding, surveying user needs for system development and establishing staffing patterns for State and local criminal justice clients. |

| With over 37 years of experience in large systems development, systems engineering, Modeling and Project Management, this consulting partner has experience in the Federal, State, local and vendor side of the technology arena. As Chief Architect for the Federal Bureau of Investigation (FBI) he was responsible for the architecture, design and cost/schedule estimation of f the IAFIS system. He also performed an audit of NCIC 2000 providing the FBI with the correct projection that it could not be completed on time and within budget. and correctly estimated the time and cost to complete the project. He also redesigned system to perform same functionality at 20% of the cost and time. This partner has performed many similar audits for Federal agencies correctly projecting actual costs/schedules and identifying risks. This partner led a team on the source selection of AFIS for the FBI. In this position partner obtained in depth knowledge of current AFIS vendors' technologies not normally attainable. This partner developed data conversion software from NCIC to NCIC 2000 and has developed and utilized models for evaluating IAFIS designs and performance as well as many other IT systems. Being the architect and designer of many IT systems this partner has improved performance and saved millions of dollars in IT budgets with judicious design decisions. |

| This consulting partner is retired from a State police agency. During his tenure he served in all aspects of the law enforcement profession ranging from patrol officer to field operations supervisor to command positions in both operations and administration. His last assignment was as the assistant commander for the agency's data processing section. While in this position, he was the state's NLETS representative and worked with the CJIS Working Group process and managed the state's NCIC network. He has served on a statewide council on Domestic Violence and assisted in drafting statutory language for combating this issue. He was instrumental in his agency meeting the requirements of Megan's Law and the Sex Offender Registration process. He served on the steering committee initiating a statewide effort to develop a Unified Criminal Justice Information System. He directed a statewide project to acquire a NCIC 2000 compliant message switch and the statewide upgrade the communication network and end-user software. He has experience in writing procurement documents and evaluating vendor responses. After retirement, he took a position as a Project Manager with a private company that specialized in providing switching software to criminal justice agencies. He served as the project manager for a large statewide implementation project involving the replacement of the state's message switch and Hotfiles. In less than a year, he was promoted to the Director of Public Sector Wireless division of the company, with nationwide oversight responsibility for all the company's governmental wireless projects. |

| Currently a research associate for a state-level Statistical Analysis Center, this consulting partner has experience in academic, law enforcement, public policy, and legal research and data analysis. Her research skills include survey design, content analysis, and analysis of secondary data, and she is proficient in statistical software programs such as SPSS, SAS, HLM, and LISREL. She was awarded a Bureau of Justice Statistics (BJS) scholarship to attend their workshop on Quantitative Analysis of Crime and Criminal Justice Data at the Inter-Consortium of Political and Social Research at the University of Michigan, and she is a PhD candidate in Florida State University's School of Criminology and Criminal Justice [she holds a PhD in Criminology and Criminal Justice from Florida State University]. She has a solid understanding of criminal justice information systems, including computerized criminal history files, the FBI's Uniform Crime Reporting (UCR) program, and other national-level data sources, and she has been involved in surveys of both lay individuals and law enforcement administrators. |
